THE MISSION CONTINUES

Throughout 87 years of its history, Jamiat Ulama-i-Hind has been persistently engaged in raising its voice against injustice in support of truth and justice. It has waged relentless struggle for securing the rights and privileges of the minorities. It has a glorious past, embellished with a record of sincere and dedicated service to the community and the nation. It has continued the commitment to all worthy causes that have brought distinction to JUH. Endowed with that rich legacy it looks forward to a great future with confidence. The record of participation in the struggle for freedom of the country is commendable. It has worked consistently for peace, progress, Hindu-Muslim unity, democracy secularism and equality as provided by the Constitution of the country. In the dark hours of communal riots and natural calamities Jamiat Ulama-i-Hind has worked for the relief and rehabilitation of the victims. The assistance provided to the victims has been legal as well as economic. The mission of Jamiat Ulama-i-Hind embraces religious as well as contemporary education. It has set up centers for imparting computer literacy, Para-medical services, and industrial trades and crafts.

The establishment of Muslim Fund is another chapter of its glorious history. No scholar of history can ignore or bypass the contribution of Jamiat Ulama-i-Hind in resisting and opposing communalism and imperialism. We would like to invite your attention to two important assignments undertaken by JUH. One is the continuing struggle for securing the constitutional rights and privileges of Muslims of the country for getting a fair share in the opportunities available in the country, proportionate to their ratio of population. Jamiat Ulama-i-Hind has been a pioneer in that struggle. It has not been a cry in wilderness. The demand is echoing in various parts of the country. That is the outcome of the collective efforts of Jamiat Ulama-i-Hind at every possible level. The effort of Jamiat Ulama-i-Hind has been followed by the decision of the Congress leadership. The Government of Andhra Pradesh has decided for five percent reservation for Muslims in government jobs and educational institutions. Likewise political parties have started talking about reservation for Muslims in Bihar and Jharkhand. In the largest state of India, Uttar Pradesh, the party in power, Samajwadi Party and its ally Congress Party seem inclined in favour of reservation for Muslims. According to an official source The Government of Uttar Pradesh intends to bring legislation for inclusion of Muslim workers in the category of backward classes. In a recent letter to the Prime Minister Dr. Manmohan Singh, has invited his attention for ending the injustice still in practice against the weaker sections. In support of his contention he has referred to historical evidence and instances. Earlier, speaking in the Rajya Sabha, Maulana As’ad Madani, raised his voice in support of reservation for Muslims in proportion to their ratio in the population of the country. It is a fact that Jamiat Ulama-i-Hind was the first organization in the country that raised the demand for reservation for Muslims. Hazrat Sheikh-ul-Islam Maulana Syed Hussain Ahmad Madani spoke at the Surat Session of Jamiat Ulama-i-Hind in 1956 about provision of proportional privileges for Muslims. It was the time when nobody was prepared to even think about that. Maulana As’ad Madani started the countrywide signature campaign in support of demands for reservation for Muslims, legislation for checking communal riots and payment of compensation to its victims. He undertook the campaign, although it was suggested that the demand for reservation would set fire to the country. With faith in Allah, Jamiat Ulama-i-Hind conducted “Mulk-o-Millat Bachao” movement and the signature campaign inviting the attention of the whole country to the reservation issue for Muslims. Luckily there has been no negative reaction to that in any quarter. There is a positive response to the demand that Muslims must get reservation in every sphere of life. It is a welcome sign that the PMK has come out in support for the demand of reservation for Muslims. Ram Das, leader of PMK stated that his Party would lead a movement in Tamil Nadu for providing reservation for Muslims. Our organization shall spare no sacrifice for securing reservation for Muslims.

Led by central leadership of Maulana As’ad Madani, President and Maulana Mahmood Madani, General Secretary all State Jamiats are engaged in the struggle to secure reservation for Muslims. A congenial climate favouring the demand is developing in the country. It is expected that their efforts shall bear fruits very shortly.

There is no doubt about it that a major section of Hindu majority society is victim of the worst type of moral, religious and spiritual decline. It lacks a positive ideology and character for offering that for their social life. There is no positive and unified concept that may be presented to the humanity or at least to the Hindu community. There is a vacuum at spiritual level and unending confusion about ideology, principles and religion in social life.

From Vivekanand to Gandhiji and till now reformers have done their level best to rectify the situation, but without success. Extremist Hindus affiliated with Rashtriya Swayam Sevak Sangh (RSS) and its subordinate bodies e.g. Vishwa Hindu Parishad, Bajrang Dal have tried to divert attention from social vacuum and intellectual confusion by finding a temporary remedy in anti-minority hostility.

Hatred against Islam, Muslims, mosques and madrasas has been built upon creation of a negative fear complex and sense of deprivation among the majority community. The shameful and mischievous campaign has been launched to overcome their weakness and confusion. It was desirable that attention was paid to the division between high and low at social and religious levels in their social life. That would have been a positive step. However communal elements of Nazi variety found an easy way of uniting the various sections of the majority community on the basis of anti-Muslim feelings. Deletion of Article 370 relating to Jammu & Kashmir, Babari Mosque, Shah Bano Case, ISI, madrasas, churches, Muslims, Osama bin Laden, Taliban etc. are external issues, which seem to have no relevance to Hindu society.

That is an extremely regrettable situation that should be a matter of deep concern for any community. The anti-Muslim riots of Gujarat are a sinister attempt to polarize the country into Hindu and Non-Hindu sections. Similarly, invoking the name of Ram for the construction of Ram Janmbhoomi Temple is a shameless exercise to keep alive and invite attention to their existence. The question arises. How long can an ideology and society survive on negative foundations? A day will come when the aggressive Hindu youth will have no other enemy to fight, for asserting their identity and escaping unemployment they may fight among themselves. The realization has dawned upon Sri Atal Behari Vajpayee and leaders like Shanta Kumar that Hindutva has moved towards terrorism, extremism and destruction. It is better to keep aloof from that. The Sadhu Sant in the company of Sudarshan, Togadia, Ashok Singhal, Bal Thakare and Vinay Katiyar are speaking the language of hatred and aggression. That indicates that they have lost the battle for morality, justice and civilization. They have faith only in the power of brute numbers.

The brutal manner in which human beings were burnt alive, women were raped, infants were hurled on trishuls have fully confirmed that Hindu Rashtra or Ram Rajya of RSS shall be a specimen of disgrace and shame for mankind. Hindu majority will have to come forward to clarify what type of society; they would like to have.

The genocide and economic destruction of Muslims brutally executed in a planned manner, under the supervision of the police and the government shall ever remain a shameful and dark chapter of history. The houses, commercial establishments, properties and shops have been selectively looted and burnt. Riots occurred earlier also, but never shamelessly justified at the official level. Gujarat has been used as abattoir of Muslims as well as a laboratory for building India of RSS dreams. There is a campaign under way for repeating the game throughout the country. The question arises. Shall the country permit the RSS to carry on its sinister intrigues, that are a disgrace for the country? Bhartiya Janata Party has fared very badly in the recent elections to the state assemblies as well as by-elections. That proves that the peace-loving secular-minded people are not willing to tolerate communal elements any further.

After Gujarat tragedy every civilized conscientious Hindu considers it a matter of conscience to dissociate himself from communal elements. The need of unity of secular and peace-loving sections is being felt at every level. Jamiat Ulama-i-Hind, representing the suppressed sections, on the one hand is engaged in the rehabilitation of the people affected by one-sided anti-Muslim riots, release of those under detention, restoration and repair of damaged mosques and madrasas, legal aid to innocent persons, within limits of available resources. On the one hand it is striving to bring to book the government and the administration for their role in instigating and sponsoring riots, for securing justice for the victims.

On the other hand a joint organization of secular-minded Hindus, Christians and Muslims, designated as Citizen’s Initiative has been formed. Fifty per cent of the legal expenditure to be incurred shall be met by Jamiat Ulama-i-Hind.

In addition, the office-bearers, workers and volunteers of Jamiat Ulama-i-Hind are working for providing every possible relief to the victims in riot-affected areas. There are 52 camps for the needy, providing them the essential foods. Those deprived of means of sustenance, have been supplied foodgrains and other necessities of life. Two thousand FIR’s have been lodged and bail has been arranged for two thousand victims. In cases of hurdles at lower level, bail applications have been moved in the High Court.

Maulana Syed Asad Madani, president and Maulana Mahmood Madani, General  Secretary, Jamiat Ulama-i-Hind, approached the President of India, the Central Government and the high officials concerned and invited their attention to necessary steps to be taken. Their contribution shall go down in the history of the community.

Despair is not an alien experience for the weak; they have to live with hope and courage. Their confidence shall defeat the designs of the assassins and tyrants. In the eyes of Allah justice may be delayed but never denied.

Jamiat Ulama-i-Hind has always raised its voice in defence of the weak and suppressed against murderers and tyrants.  The struggle will go on. With Allah willing justice shall prevail against tyranny. Muslims of Gujarat should not feel isolated. The civilized, peace-loving, just people of the country as well as the world are with them.

In the meanwhile, massive rallies and public conventions have been successfully held at each of Hyderabad, Bangalore and Chennai. The exclusive feature of these rallies is the participation at mass level by the Dalits, Christians and secular elements of Hindu Communities. The detailed report of these events would be submitted in the next issues. As regards Gujarat Carnage, a comprehensive report on the subject has already been dispatched to you and I do hope it would receive your due attention.
