 SUMMARY OF PRESIDENTIAL ADDRESS  

Delivering the presidential address at the 28th General Session of Jamiat Ulama-i-Hind, Maulana As’ad Madani condemned desecration of Holy Quran by US forces in Guantanamobe saying that it is shameful. The US Govt. should apologies for the despicable act and must punish the guilty official after impartial enquiry.

Maulana Madani observed that with United Progressive Alliance in power, there is a perceptible change for better in the situation. He welcomed the reservation for Muslims announced by the government of Andhra Pradesh. He expressed satisfaction over the fact there is talk throughout the country for granting reservation to Muslims according to their ratio to the total population. He recalled the steps taken by Jamiat Ulama–i-Hind for projecting the issue at national level. He lamented the declining representation of Muslim in the Parliament and State Assemblies, Government and Semi-Government services and Professional Institutions.

He demanded reservation for Muslims according to their ratio to the total population. In Parliament, State Assemblies, Government, Semi-Government services and Educational Institutions. Further he demanded amendment of the article 341 of the Constitution for inclusion of Muslim and Christian backward sections.

With reference to the proposed law to check communal violence, he made two important points. He demanded a stringent law that provided no escape route to the culprits and a law also for award of uniform compensation to victims of riots irrespective of their affiliation with creed or community. He demanded the release of persons held under POTA although the law has been repealed. Making a strong defence of the character and system of Madrasa education, he urged effective coordination between their activities. Expressing deep concern over the huge arrears in the courts he demanded increase of the number of fast track courts and filling up of all vacancies of judges.

 He was shocked to note that the condition of Auqaf was going from bad to worse. He demanded steps for their amelioration.

Dealing with the issue of citizenship, he demanded preparation of up to date National Register of Citizens. Unless that is ready the IMDT Act should be retained. Dealing with the Minority Education Commission, he demanded a permanent commission armed with constitutional powers to deal with difficulties of minorities. Referring to the increase of unemployment he demanded widening the scope of Employment Guarantee Law to make it more effective. Dealing with the problems of small industries, he demanded the restoration of protection and facilities granted by Janata Government of 1977. He advocated establishment of modern schools having Islamic atmosphere. He emphasized the importance of social reform and urge religious institutions to take up the issue with seriousness. Dealing with international issues, he strongly condemned Zionist intrigues against Muslims and Islam. He demanded end of American occupation of Iraq and punishment to those guilty of violation of Human rights in prisons. (End)
